New laptop oriented KWin style plugin code

One of the most requested items to make KDE extremely easy to use on laptops. A KDE window manager look and feel plugin aimed at addressing these issues. One of the features is a small frame with an oversized resize handle. Another is that the titlebar and included buttons have a configurable height of anywhere from 14 to 32 pixels. This is to handle two conflicting requests. Many people have low resolution laptops (800x600 or even 640x480 - ugh). They want tiny titlebars. Others have high resolution laptops and they want the titlebar and buttons to be as big as possible in order to be able to easily hit them with those nasty laptop pointing devices.

Another laptop specific design decisions for a not normal style. This includes making all the buttons not be the same size, but making frequently used ones (ie: close, iconify, and maximized) bigger and hopefully easier to hit than infrequent ones (ie: sticky, context help).

The style isn't done yet so some stuff looks nasty ;-)
